N24 Staff Writer, KATHMANDU:- The Immigration Department’s proposal to amend the procedure to prevent women under the age of 40 from going abroad alone has been widely criticized.
The amendment of the procedure has been moved forward by keeping the discriminatory provision requiring the recommendation of the family or local body for the women traveling abroad alone, which violates the right to equality.
According to women’s rights activists, the rule that women under the age of 40 must seek men’s permission when traveling abroad violates the constitutional right to equality.
The proposed provision will not guarantee the security of women but the rights and existence of women will be under the control of men.
Opposing the proposed provision, Namrata Dhungana wrote on Twitter, “I do not understand the Immigration Department’s amendment proposal to make the consent of the family and the recommendation of the ward mandatory for women under the age of 40 to go abroad due to human trafficking, exploitation, inability to rescue or other reasons.” How long does a woman have to walk holding the hand of a man or another? ‘
There has been strong opposition on social media to the proposed new provision of the Department of Immigration.
Former Administrator Sudha Sharma says on Facebook, “The Immigration Procedure 2065, proposed by the Immigration Department, does not provide for a visit visa provision that requires women under the age of 40 to go abroad alone, requiring family and ward recommendations. Such retrogressive measures in the name of women’s security cannot be justified. Let it be stopped immediately. ‘
The Department of Immigration has sent a proposal to the Ministry of Home Affairs to amend the visa provision of the Immigration Procedure 2065. According to the new procedure, when women under the age of 40 go abroad alone, the consent of the ward office and family is now mandatory.
The department argues that the procedure has been proposed keeping in view the increase in human trafficking, exploitation, inability to rescue if there is a problem, and recovery without medical treatment. Necessary discussions are being held in the law branch of the House and preparations are being made to implement the procedure soon.
According to the procedure, a woman under the age of 40 has to go alone with the consent of the ward office and her family. It is said that family consent has been sought to tighten the rules as some women walk without the consent of their families. The issue of making non-life accident insurance up to Rs 15 lakh compulsory for women going abroad has also been included.
It is mentioned in the proposed amendment that the recommendation of the municipality and insurance will not be made mandatory for women under 40 years of age when visiting family members or husbands.
