UML leaders for promulgating new constitution within a year; 115,000 security personnel to be deployed for poll security


KATHMANDU: As the first constituent assembly dissolved without promulgating new constitution as the major political parties could not forge consensus on some key issues like the form of governance and federal states among others, leaders of major political have expressing confidence that the new constituent assembly would finalize these issues and promulgate the new constitution on time.

Talking to journalists in Biratnagar on Friday before heading to his election constituency in Ilam for election publicity, CPN-UML Chairman Jhalanath Khanal has claimed that the upcoming Constituent Assembly will settle the difference over federal setup to be adopted in the new constitution. Khanal made such remark at a time when the political parties have come up with different models of federalism through their election manifesto.

The former Prime Minister claimed the second CA would bring the preliminary draft of the constitution within first six months and a complete constitution within a year. The political parties despite their repeated commitments of finalizing the new constitution on time failed to deliver the constitution within four years of the first constituent assembly.

While saying that the talk of UCPN-Maoist Chairman Pushpa Kamal Dahal becoming the next president is only imagination, Khanal remarked that one cannot become the president just by making such arrangement in the party’s election manifesto.

Meanwhile, speaking at an election publicity campaign of his party in Kathmandu constituency number 2, senior leader of the party Madhav Kumar Nepal has said that the UCPN-Maoist is not in the position to summon votes from the public in the upcoming Constituent Assembly (CA) election. “UCPN-Maoist should cover their face with veil in order to ask for public vote,” he added

Nepal remarked that UCPN-Maoist was bent on inciting communal violence, breaching national unity and ruining social harmony. He claimed that CPN-UML should get majority in the upcoming CA poll to ensure timely statute. The major political parties UCPN-Maoist, Nepali Congress and CPN-UML have been claiming to garner majority in the upcoming CA election. Leader Nepal is the UML candidate from Kathmandu constituency-2 under first-past-the-post (FPTP) category of the November 19 election.

As the political parties have geared up for the election of the constituent assembly, Home Minister Madhav Prasad Ghimire has said that there is no alternative to CA election in the country. He opined that the election will strengthen democracy and assist in the over-all development of the nation.

Inaugurating the construction of a new building for District Police Office in Kaski, Pokhara on Friday, Ghimire urged everyone to participate in the election and make it a success. “Election is indispensable to ensure the rights of general public,” Ghimire said.

Ghimire opined that everybody should work together to make the upcoming CA election s a success as it is the need of the hour. On the occasion, he claimed that security will be beefed up to ensure the hold the polls in a free and fair manner. He also informed that altogether 1,15,000 security personnel will be deployed across the country for the security of election.
