Supreme Court paves way for Karki’s appointment as CIAA Chief


KATHMANDU: Ending speculation about whether the person involved in suppressing the People’s movement of 2006 will be eligible for holding public post or not, the Supreme Court on Monday paved the way for the appointment of former Chief Secretary Lokman Singh Karki as the head of the Commission for Investigation of Abuse of Authority.

The Supreme Court has vacated its stay order on the major parties’ bid to nominate former Chief Secretary Karki as head of the CIAA, the anti graft body.

A bench comprising Justices Girish Chandra Lal and Tarka Raj Bhatta decided to vacate the order issued by a single bench of Justice Sushila Karki on March 23. The bench held that as there were no formal proceedings to name Karki as head of the anti-corruption watchdog, and it was not necessary to interfere in the work being done by the Constitutional Council.

The verdict has approved the recommendation made by the major four political parties. In his writ petition Advocate Om Prakash Aryal argued that Karki is ineligible to hold any public post as he had been indicted by the Rayamajihi Commission for suppressing 2006 People’s Movement that the Cabinet had declared him ineligible for any public post in the future.

In his written statement to the Apex Court, Karki has claimed that he is not ineligible for holding public post as he is drawing pension from the government fund as a former bureaucrat. As a Chief Secretary during the active rule of former King Gyanendra, Karki played active role to suppress popular movement of 2006 that turned the country into Republic.
