Speaking at the Reporters Club Nepal on Monday, Rana said that referendum was necessary to resolve both issues by assessing direct opinion of the public.
He claimed that Nepalese have not been allowed so far to express their opinion on the issues.
He accused Prime Minister Dr. Baburam Bhattarai of butchering the constituent assembly (CA) and even claimed that as caretaker PM, Bhattarai should not participate in an international conference.
He said the country was in crisis and his party would not allow the Maoist strategy of holding election in their leadership by mobilizing combatants to be successful.
Chairman Rana said the government should give an outlet without lengthening their stay in power and therefore, should resign and pave way for a new government.
