President Obama starts process of providing legal status to illegal immigrants


Purushottam Dhakal / Virginia President Barrack Obama has started the process of providing legal status to around 12 million illegal immigrants. The President is mulling to pass the Amnesty Bill, which intends to provide legal status to illegal immigrants, from the first session of House of Representatives during his second term which starts from the second week of April.

The US president is taking this initiative following advice from the opposition Republican and experts as per his commitment to provide legal status to illegal immigrants. The president, who was elected for the second term at the White House, made this commitment before his election at the top post of the United States.

The Senate Committee of the US House of Representatives comprising representative of opposition Republican Party and expert, is working to prepare the bill before first week of April. Members of the Senate Robert Menendez, Michael Genet, Charles Sumer and Dick Darwin of Democrat side and John Macon, Lindsay, Marco Rubio and Jeff Fleck of Republican side are working on the draft, which will provide legal status to illegal immigrants. According to sources, President Obama is holding discussion with opposition party and experts in this regard. The bill will be presented for discussion in the House of Representatives with support from Republican.

However, it is said that the oppositions have been demanding while giving legal status to illegal immigrants, the period of their stay in the US should be determined as a criteria. The bill is expected to come into force from August 2013. The oppositions, who have hold in the House of Representatives, have also been demanding to approve the bill to suspend the Diversity Visa program through the Upper House while passing the Amnesty bill from the House of Representatives. However, president Obama and democrats are in favor of providing legal status to all immigrants, who entered into the US before the bill was endorsed.

Keshav Raj Sedai, a New York based Nepali legal practitioner informed that the documents presented by illegal immigrants about their entry and stay in the US could also be the legal status as per the new bill. According to him former President George W Bush tried to introduce the Amnesty bill but the House of Representatives, which had hold of his party Republican, rejected the bill. The attempt to bring Amnesty bill postponed for a long time due to the terrorist attack of 9/11,2001.  According to sources, as per the plan of the proposed bill to provide legal status to 12 million illegal immigrants, immigrants without having documents can register themselves for work permit and they can get work permit for six to eight years. The person with having work permit can apply for US citizenship after three years.

 This could be the first opportunity for them before being the US citizen. Once they are officially recorded with the US authorities, it will provide initial legal status to them. However they need to pass the investigation and pay tax to the government for being the citizen of the US. Obama elected for the position of President of the United States after raising the issue of over 12 million immigrant workers in 2008 and re-elected for the top post of the US in 2012.

According to sources, the discussion about the proposed Amnesty bill will take place from second week of April. Once it is approved from the House of Representatives the bill shall be presented at the Upper House incorporating the feedback of House of Representatives and Experts. The bill is expected to come into force from August 2013 after the approval of Upper House. The news of Amnesty bill brought happiness to thousands of People of Nepali Origin as they have been living there without legal status.
