President approves electoral legislation; CEC expresses reservation over amendment


KATHMANDU: President Dr. Ram Baran Yadav has approved the Constituent Assembly (CA) Membership ordinance to pave the way for holding the elections of the constituent assembly.

After a long dispute among all the political parties, the government on Thursday forwarded the Ordinance to the president for approval.

The ordinance was sent to the president after removing the provision of threshold for securing seats under the proportional representation system. Three months after its formation under the leadership of sitting Chief Justice Khil Raj Regmi, the government on Thursday set November 19 as the date for CA polls.

Meanwhile, addressing a program in Indian Capital New Delhi, Chief Election Commissioner remarked that he is disappointed that the proposal by the Election Commission (EC) including the threshold for the upcoming Constituent Assembly (CA) election was not completely accepted.

“We had proposed some improvements to ensure that deserving candidates should win in the election. However, we are disappointed that our proposals to keep a threshold, to declare property details of candidates and to make the income-expenditure of the candidates transparent were not accepted by all the parties,” Uprety said.

Claiming that there is plenty of time to prepare for the election, Uprety said that a feasible environment for election has not yet been created in Nepal. “All the parties have not yet agreed for election. However, we believe that the parties would put aside their differences by the time that they have to file for the candidacy,” Uprety added.
