Political parties fail to ensure election security


Purushottam Dhakal / VIRGINIA: Serious question is being raised about the security of election, voters and candidates contesting the elections of the Constituent Assembly as the major political parties have failed to create secure environment for the elections of the constituent assembly slated for November 19.

The question of security emerged after the CPN-Maoist led 33-party alliance started anti-poll campaign and announced various protest programs to thwart the proposed election. The issue of whether the CPN-Maoist will participate in the election or not is still not clear. The government and the major political parties have been holding talks with the poll opposing CPN-Maoist led alliance but they have not been able to forge a deal with them. Some leaders of UCPN-Maoist including Barsha Man Pun are in favor of dissolving the current Chief Justice led government and hold the round-table conference as demanded by the poll opposing parties, which has raised suspicion over holding the election on the stipulated date. While observing the activities of both the Maoists it seems that whether they are trying to foil the election. However other democratic forces have not been trying to get the answer of this question on time so that they can develop their strategy on time to ensure the November election.

The 33-party alliance has been opposing the elections while the leaders of major five political parties are in favor of holding the November poll at any cost. However the statement of Maoist supremo Prachanda and senior leader of CPN-Maoist Netra Bikram Chanda raised suspicion that both the Maoist parties have been trying to deceive the democratic forces and trying to defer the election. Failure at the part of major political parties to agree on the issue of holding the round-table conference is also an attempt of the UCPN-Maoist to defer the election. The demand of Maoist party to listen the agendas of all political parties and hold the election by a partisan government could be addressed by inducting some Maoist leaders in the government so that the party can get face-saver and participate in the election.

On the other hand the proposed date for November 19 is not unchangeable and only the alternative for the political stability in the country. If conducive environment was made for participation of CPN-Maoist in the elections of the constituent assembly, it will end the politics of confrontation and also end the election opposing camp. However the enmity between two Maoist parties may jeopardize the security of election, voters and also the candidates. If the security was not ensured in the elections, there is less chance that people can go to the pooling booths to vote and if there was less than 50 percent turn-out during the election, it may send negative message at the national and international level and question might be raised about the legitimacy of the constitution drafted by such assembly. However the Maoists are not serious about the success of the election as they do not believe in the democratic process.
