Prime Minister Dr Bhattarai has also said in his message that once the government under his leadership would make necessary arrangement for the election of the Constituent Assembly including the fixing date, amending election related constitutional provisions than the leadership of the government would be handed over to the Congress. Pandey has also informed that the Prime Minister Dr Bhattarai has sent such message to the Congress President Koirala through the second rung leaders of the Congress. However, he didn’t mention the name of the second rung leaders with whom the PM has conveyed his message.
‘The Prime Minister has sincerely send the message to the Nepali Congress president Koirala and he is of the belief that he will receive positive reply to his message,” Pandey said.

Likewise, as an alternative for giving an outlet to the country from current crisis, Dr Bhattarai has also suggested the formation of a government of national consensus under the leadership of an independent person, if consensus could not be reached on his proposals.
