KATHMANDU: An all-party political conference scheduled for today with a view to forging a political consensus on the disputed issues in the constitution-drafting has been canceled in the last hour.
A meeting between the three major parties inside the Constituent Assembly and the CPN-Maoist, the party outside the CA, held at the Prime Minister’s official residence Baluwatar this morning to finalise the conference agenda was inconclusive after the CPN-Maoist reiterated its demand that matters relating to the peace process and national consensus be discussed in the conference.
The meeting of political parties- Nepali Congress, CPN (UML) and UCPN (Maoist)- did not agree to the CPN-Maoist demand. The conference was uncertain after the party walked out the meeting stating it was meaningless to sit for the conference until the ruling parties agreed to complete the remaining task of peace process.
It may be noted that three parties agreed to hold the conference as per the demand of CPN-Maoist to that end.
The 33-party alliance led by the CPN-Maoist was learnt to have informed the meeting it would meet three parties after making a formal decision about the conference.
However, the UCPN (Maoist), party in the opposition, has said the conference was derailed as the parties in the government declined to the CPN- Maoist proposal for continuous discussions to have an agreement on the peace process, entire political process and contents of constitution-drafting. The party has accused the ruling parties of ignoring just demand of CPN-Maoist for completing the remaining task of peace process.
CPN (UML) Chief Whip Agni Kharel argued the conference could not be hold due to ‘unwillingness’ on the part of CPN –Maoist. The government planned to hold an all-party political conference to participate the parties outside the CA in constitution-drafting and no necessity is felt to take other method after they (CPN-Maoist leaders) showed no interests in participating in it.
Likewise, CPN-Maoist Chairman Mohan Baidya said the party sees no meaning of the conference as the ruling parties disagreed with its demands. “Many task relating to peace process are yet to complete and ruling parties did not listen to our calls for determining the agenda for the conference and continuing it until an agreement is obtained,” leader Baidya said.
Similarly, UCPN (M) Vice Chairman Narayan Kaji Shrestha said the conference was canceled as the four-party meeting failed to hammer out the core issues of a new constitution.
The process for conference could not go ahead as the ruling parties appeared reluctant to implement the agreement of settling all the issues by sitting together made during the meeting of four-party taskforce, he said, adding still there is possibility that the conference can be held if four parties again sit together and have an agreement on peace and constitution-drafting issues.
Likewise, talking to RSS, NC leader Arjun Narsingh KC said there is no meaning of holding the conference aims at supporting the CA in the absence of CPN-Maoist. The Congress is clear that no decision about the constitution be made outside the CA, but support and cooperation from all sides is necessary to meet the goal.
The government has finalised the conference for 8:30 am today which was said to be attended by 51 political parties inside and outside the CA. RSS
