Non-Resident Nepali Citizenship Bill approved by the State Management Committee

This bill replaces the original bill drafted in 2063 B.S. It was passed by the majority of the State Affairs Committee (SAC) under the Nepal's Federal Parliament, which gives the Non-Resident Nepalese a right to attain citizenship.

KATHMANDU:- After a long wait, Nepalese immigrants based in Europe, Asia, America,and Australia will receive the ‘Non-Resident Nepali Citizenship’ under the the Nepal Constitution 2072 BS.

The Non-Resident Nepali Association (NRNA) and Nepalese citizens abroad have been demanding this citizenship bill for a long time.

This bill replaces the original bill drafted in 2063 B.S. It was passed by the majority of the State Affairs Committee (SAC) under the Nepal’s Federal Parliament, which gives the Non-Resident Nepalese a right to attain citizenship.

After the passage of the bill by the State Affairs Committee (SAC), the way has been opened for the parliament to pass the bill 2075 made to amend the Nepal Citizenship Act, 2063 BS. The bill is likely to be passed by a majority of the parliament.

After the bill passed by the House of Representatives is also passed by the National Assembly, the President will have to certify it. After the verification by the President, the law will be implemented and regulations will be made.

How to get NRN citizenship?

Non-resident Nepalis will have to attend in person to get non-resident citizenship. The parliamentary committee has already reached an agreement on this.

The committee said that Nepalese living abroad need to come to Nepal itself to attain this citizenship and cannot obtain it through diplomatic mission.

To obtain non-resident citizenship, one must have acquired the citizenship of a foreign country and have resided permanently in a country other than the SAARC countries.

Non-resident Nepalis living within SAARC countries will not be eligible for such citizenship.

These are the conditions for NRN citizenship:
Non-resident Nepalis must have renounced their previous Nepali citizenship before obtaining such citizenship, and the father or mother, grandfather or grandmother of the person wishing to obtain citizenship must first be in Nepal.

Those who want to get NRN citizenship must know one of the languages ​​spoken in Nepal.

People who get this kind of citizenship will not get a Nepali passport.

It is to be recalled that the Constitution of the Kingdom of Nepal 2047 BS had guaranteed the political rights of the Nepali immigrants by calling them Nepali citizens living abroad and also the right to vote through the Election Commission. The Election Commission was engaged in providing voting rights to non-resident Nepali citizens living abroad.

After the distribution of citizenship, there is an arrangement to take an oath that I will fully abide by the constitution and rules and regulations of Nepal.

As directed by the Constitution of Nepal 2072, ‘Non-resident Nepali citizenship terminates the right to political rights and visa is made mandatory upon entry into Nepal.
