Nepali Congress finalizes new organisational restructure directives
KATHMANDU: Nepali Congress has finalised ‘Nepali Congress Local Level Organisation Restructure Interim Management Directives, 2076.’
The party has prepared the directives according to the party statute’s clause 72 (4) to transform its lower organisations into the federal set up.
The directives provision that all lower committees of the party will continue to function if no change was made in the borders of the local levels and the parliament constituencies after the implementation of the new constitution.
It said the then party Village Working Committee would continue to function if the Village Development Committee turned into a municipality ward without any change in its border.
If a partial or full change was made in the border of the parliamentary constituencies, wards, villages, municipalities, all incumbent office-bearers and members of the then committees will continue to work in the respective areas by getting integrated in the new committee.
Likewise, if there is only one committee chair in the restructured lower committee, he/she will continue to hold the post in the respective bodies. But if the new lower structure has two or more than two chairs, it will have one chair as per consensus.
If consensus is not garnered, the chair, who is in the centre of the new federal set up, will become the chair of the new committee.
If the selection becomes difficult from the above conditions for the House of Representative regional working committee, the chair who has served maximum terms in the respective constituencies will be nominated as the chair. There are also other provisions on selecting chair of the lower committee.
But if there is no chair of the new lower level, the incumbent committee’s senior office-bearer will be nominated as chair.
The provincial assembly regional working committee will appoint all regional committee chair and the members will be transferred in the new setup.
The directives have also provisioned for the integration of then Nepal Democratic Forum in the party, according to which, the then party committee chair and needed office-bearers will be invited for discussion and they will be incorporated as per the recommendation made by party integration committee.
The directives said if the incumbent chair of lower committee is not nominated as chair of the new committee, he/she will become co-chair.
The party decided to send central representatives in each district to facilitate the formation of lower committees. The NC Central Working Committee meeting earlier decided to form lower committees by mid-December.
