JUMLA: Problem has arisen in the absence of justice delivering bench at local level in Jumla, Far-west Nepal.
Two years have already elapsed since the formation of semi-judicial committee under the leadership of deputy Mayor. However, the formation of bench is still a far cry at local level here.
Apsara Devi Neupane, deputy mayor of Chandannath municipality and judicial committee coordinator, has come across a fear psychology in mediating disputes.
Issue of security threat has become more pressing when the complainant and defendant have to be kept in a congested room for discussion, she said.
“I am fearful of being attacked during dispute in course of discussion on cases”, she added.
Justice dispensation has been affected due to lack of space for justice bench at municipality, Deputy Mayor Neupane said, adding there is a compulsion to sit together with the disputing parties.
“The Constitution has designated deputy mayor or vice chair as a coordinator of justice committee. The committee has to dispense justice from the chamber of deputy mayor or vice-chair in lack of justice bench. In lack of adequate space it has been a big trouble to hold discussion with both the sides and mediate disputes, she added.
