I will not be back from bearing the responsibility of PM: Sher Bahadur Deuwa (senior leader of Nepali Congress)


N24:  The problems of the country are yet to be resolved for long period of times. Have you thought about any solution towards resolving the problems?
Deuwa: The solution and ideas that I have floated were trashed. I had said that lets resolve the contentious issues of the constitution making process, draft the constitution on consensus, resurrect the Constituent Assembly (CA) to promulgate such constitution and finally go for the fresh election. While I proposed for reviving the CA, the rumors were spread that Sher Bahadur doesn’t wants the election in the country. It was necessary to think seriously about the question either to go election by promulgating the constitution or to go for the Constituent Assembly election once again. However, our party also decided to go for election already so we have to accept this now.

N24: You might have felt bad about this decision?
Deuwa: Yes, obviously, I am feeling bad. The constitution was promulgated in India after four years of Independence. Let’s see where India reached today! But, our country which was also liberated from the clutches of autocratic monarchy after four years of Indian independence is still lingering in the constitution making process. So, it’s obvious to feel bad.

N24: There are talks that the fresh election will be held by Mid April. Are you confident that the election will be held by that time?
Deuwa: I can’t say exactly about the election though our party has already decided of going for election. The election might be held if Prime Minister Dr Baburam Bhattarai will quit from the post.

N24: What if he doesn’t quit?
Deuwa: I hope, he will quit.

N24: Why do you think he should step down from the post?
Deuwa: For the sake of consensus. He has announced that he will hold the election by the end of November but he couldn’t so the morality should haunt him.

N24: You have also spearheaded the protest. Is your protest going to topple the government?
Deuwa: If people supports, we will topple the government.

N24: Will people support your movement?
Deuwa: Why not? People are facing difficulties due to the incumbent Prime Minister.

N24: You are accused of anti-movement leader? Why so?
Deuwa: What do you mean by anti-movement? I have been talking much about the consensus. Is this the reason why I have been accused of anti-movement?

N24: What is the agenda of the protest?
Deuwa:The formation of national consensus government is the main agenda of our protest.

N24: What are the logics of formation of national consensus government under the leadership of Nepali Congress?
Deuwa: All the parties have agreed for the formation of national consensus government under the leadership of Congress. If Maoist will also agree, what are the logics that the Congress shouldn’t lead such government?

N24: UCPN (Maoist) Chairperson Prachanda is insisting to give the shape of consensus government to the incumbent Dr Bhattarai led government?
Deuwa: Other parties should accept such demand.

N24: Why Congress is not willing to join the incumbent government?
Deuwa: How can we? We have already decided not to join this government. We are demanding to quit Bhattarai since May and how can we join this government now?

N24: Means, Baburam Bhattarai led government is not going to be a national consensus government now?
Deuwa: It’s not possible.

N24: What if the Congress led government also couldn’t be formed?
Deuwa: Why to say that it couldn’t be formed? We will think at that time when it couldn’t be formed.

N24: Let’s assume that the government is going to be formed under the leadership of Congress. Who is the candidate of the PM from your party?
Deuwa: We don’t need to worry about the Congress candidate of the PM. We will decide within an hour if such situation arises.

N24: Aren’t you going to claim for the PM?
Deuwa: I haven’t claimed for the Prime Minister. I don’t mean that I should be the PM.

N24: But Prachanda is saying that Deuwa should be the Prime Minister?
Deuwa: He hasn’t said it to me.

N24: If all parties requested you to be the PM, will you accept?
Deuwa: Deuwa is not going to be the hurdle in the consensus building process. I am not hungry for the post of PM. I am also not going to be an obstacle within the party. But, if the situation comes where every parties demand me for the PM, I am not going to be back from bearing the responsibility of Prime Minister.

N24: It is said that you are being unsupportive to party President Sushil Koirala?
Deuwa: No-No. I amn’t unsupportive to him. It’s baseless accusation.
