The post had remained vacant after the Commission for the Investigation of Abuse of Authority (CIAA) indicted NEA Managing Director Rameshwor Yadav for his alleged involvement in transformer procurement scam. The government made the move a day after the CIAA arrested NEA Director Arjun Kumar Chauhan in connection with irregularities in the procurement of transformers.
“Karki will serve as NEA executive director until further notice,” said Minister for Information and Communications Madhav Paudel. This is Karki’s second stint as the top NEA official. Girija Prasad Koirala-led government had appointed him as executive director of the state power monopoly in 2006.
Police have already filed corruption charge sheet against Yadav at the Special Court. Yadav will be automatically reinstated as the NEA MD, should he be exonerated by the Special Court.
Meanwhile, the Cabinet meeting also decided to transfer six joint-secretaries to the office of the CIAA. Durga Prasad Pokharel, Hariraj Panta and Ramadhin Yadav of the Ministry of Home Affairs, Mukunda Raj Panthi of the Ministry of General Administration, Bishwanath Sharma Dhakal of the National Security Council Secretariat and Kishor Nath Gangol of the Ministry of Physical Infrastructure will work at the CIAA, said Information Minister Paudel. Gangol will serve at the CIAA central office, whereas the others will work at five regional offices, according to sources. Two months ago, the Cabinet had decided to open CIAA offices in five development regions. The Cabinet also decided to forward the report of the Constituency Delimitation Commission to the Election Commission and publish it in the national gazette. The commission had submitted its report to the government on August 8.
The CIAA has been active after the appointment of Lokman Singh Karki as the head of the constitutional anti-graft body. It has taken action against many officials for their alleged involvement in the corruption cases.
