German Parliamentarians ask to resume documentation of Tibetan Refugees


KATHMANDU: A high-level delegation of the German Parliament (Bundestag) has requested the government to resume documentation of Tibetan refugees in Nepal.

The delegation was led by Michael Brand, deputy chairman of the Committee for Human Rights and Humanitarian Aid in the Bundestag has said that the gentlemen’s agreement should be honoured, refugee cards should be issued and their documentation initiated. The government has been breaching the gentlemen’s agreement following the pressure of Chinese Authorities.

The visiting parliamentarians concluded that human rights defenders, particularly women, are intimidated and harassed in Nepal. The delegation also expressed concerns over the widespread impunity in the country and the delay in executing the Truth and Reconciliation Commission (TRC).

“The issue of Nepal’s human rights situation was widely discussed in Germany and the recently concluded Human Rights Council in Geneva,” Brand told a news conference on Thursday before wrapping his four-day Nepal visit.

Noting that protecting human rights and promoting universal respect for them is a cornerstone of the German foreign policy, he urged the Nepal government to address these pressing issues.

“Nepal has ratified the UN Convention on Human Rights. Ratifying convention is not enough, it is important that it should be implemented,” Brand said on behalf of his team.

The German delegation also highlighted the need to hold the local elections at the earliest in Nepal. “I hope the new government takes up this agenda,” said Brand.

The German parliamentarians also warned that if the political parties were unable to hold the elections and meet the people’s aspirations, others would readily fill that space.
