Extended meeting of UCPN-Maoist– Dahal admits party leadership failed to improve organization


KATHMANDU: The extended meeting of the UCPN-Maoist, which is likely to settle all the disputes issues regarding division of portfolio in the party, has kicked off in the Capital on Friday. The plenum was convened to resolve the deepening dispute over the appointment of party central leadership.

Addressing the inaugural session of the meeting, chairperson of UCPN-Maoist Pushpa Kamal Dahal has admitted the party leadership failed to improve organizational situation after the seventh General Convention held in Hetauda.

“Hetauda Convention created trust among people, gave positive message to international community and defeated the enemies. But we failed to develop guidelines for modus operation and party organization,” Dahal added.

Dahal claimed that the party leadership has the capacity to keep the unity of UCPN-Maoist intact. “The revolutionaries will eventually come down no matter how hard they cry,” said Dahal, hinting at the CPN-Maoist led by Mohan Baidya. “But we have the unity to keep the party united.”

He also said that reactionary forces have been trying to conspire against the Constituent Assembly (CA) polls slated for November 19. He reiterated that it was time for the parties to rally around again as they did when they inked the historic 12-point agreement and become united again.

Dahal, who is also the coordinator of the High Level Political Committee, said that he would leave no stones unturned to ensure a successful conduction of the CA polls. He opined that the CPN-Maoist should not keep away from the election process.

At the meeting, party leader Baburam Bhattari, who stepped down from the post of party Vice Chairman, said that his resignation was not a problem but solution. “We revolutionaries should win the heart of people through sacrifice. We would move ahead by exercising the principle of broader democracy (Bhrihat Janabad) and maintaining unity so as to leave the world surprise,” he added.

Likewise, Vice Chairman Narayan Kaji Shrestha said there was a danger that the party could turn into bourgeois. He claimed the party witnessed internal feud against the organizational principle and guidelines after the Hetauda Convention. The party caught into controversy after party vice-chairperson Dr. Bhattarai stepped down from the party post following controversy about the division of party portfolios.

The plenum is to discuss the party chairman’s paper on organizational structure apart from deliberating on the party’s election strategies. Party sources said that the plenum may temporarily manage the dispute over the vacant office-bearer posts, but is unlikely to pick fill them. In a bid to pacify the leaders who could be unsatisfied for not getting higher positions in the party, Dahal is expected to float a proposal to call all the office bearers except the chairman as leaders only. However party vice-chairperson Narayan Kaji Shrestha and General Secretary Posta Bahadur Bogati are opposing the proposal. They do not want to lose their post of vice-chairperson and General Secretary.

Some 500 leaders and cadres including party bureau in-charges, CC members, central advisory members, representatives from the party’s sister organisations and state committee coordinators are participating in the meeting. The Maoist party had summoned the extended meeting after the CC could not make any headway against the key contentious issues related to the party’s organizational structure.
