Dahal-Nepal faction argue PM has no discretionary power to dissolve parliament

KATHMANDU:- The Nepal Communist Party (NCP) led by Dahal-Nepal faction has argued that the Prime Minister has no discretionary power to dissolve parliament. The third meeting of the party held in Kathmandu from December 22 to 24 concluded that there was not any provision in the constitution to dissolve parliament at present context.

The meeting also demanded immediate call of House session and decided to go for nationwide protest against dissolution of the House of Representatives (HoR).

At a progress meet organized by the party led by Dahal-Nepal faction to share the meeting decisions, Spokesperson Narayan Kaji Shrestha said they determined the protest programmes and organization building for the first round which, he said, are aimed at protection of constitution, federal democratic republic and parliament.

As per the decision, they would hold meeting with the coordination of province office of the party on Saturday, district level cadres’ meeting on Sunday, province committee meeting within a week and protests in all districts including federal capital on December 29. All municipal and rural municipals levels will have meetings by January 4. The sister organizations of the party will have meetings by December 29, he added.

The meeting thanked all political parties, organizations, civil society, intellectuals, journalists, writers and business persons who voiced against dissolution of HoR. After the execution of the first round of programmes, the party will launch next, according to Spokesperson Shrestha.

For constitutional remedy of the HoR dissolution, the party would move the Supreme Court, he said, adding, “We, who are for our party, constitution and democracy, believe the Supreme Court will deliver verdict in line with constitutional provision and spirit.” The party also passed a proposal on contemporary issues on the country and people.
