Conflict survivors complain of deprivation of rights


SURKHET: The decade-long armed conflict’s survivors in Karnali State have complained that despite significant political changes including the achievement of federalism, their fate remains the same.
They shared such concern during a State-level discussion programme organized by the Women for Human Rights in Birendranagar.
Basanta Bista is one among them. She had been caught in the Khara clash and has now realised the State has overlooked the issues of women like her who survived the conflict. There are difficulties in the classification of conflict survivors and in the distribution of cards to them.
Another survivor Jiyahsara Shahi complained that women survivors of the armed conflict had been deprived of their rights.
Informal Sector Service Center Karnali State coordinator Narayan Subedi viewed that many conflict survivors were yet to be identified. According to the INSEC data, there are 3,200 conflict survivors in Karnali State and identities of 99 are yet to be known.
Karnali State Chief Minister Mahendra Bahadur Shahi also admits the issues of conflict survivors remain unaddressed. Though he can feel their woes, there are several reasons posing a challenge in addressing them, according to him. “However, we are still committed to addressing the issues”, he added.
Minister for land management and agriculture and cooperatives Bimala KC said among the conflict survivors, women face more problems. She shared that the State government was planning to engage them in income-generating activities and enterprises. “For this, the Karnali government has allocated Rs 90 million.”
She was of the opinion that the government was like our guardian and we should be vocal for our rights.
