KATHMANDU: Even as the cabinet nominated 17 members to the Constituent Assembly, the 601-member CA could not get full shape as the main opposition party, UCPN (Maoist) and various fringe parties including those based in Madhes refused to submit their recommendations.
Prime Minister Sushil Koirala had asked UCPN (Maoist) Chairman Pushpa Kamal Dahal and top leaders of various parties including those based in Madhes to provide their lists of nominees. As the parties that are part of the Dahal-led Federal Republican Alliance did not submit their names, the cabinet could nominate only those recommended by the Nepali Congress, CPN-UML and Rastriya Prajatantra Party-Nepal to the vacant CA positions.
Addressing the parliament, Dahal alleged that the government had tried to move ahead by ignoring the opposition parties. “The prime minister had asked me to provide the list of four candidates this morning, But since opposition party leader Bijaya Kumar Gachhadar had raised the issue [of allocation of CA seats] in parliament I had told the prime minister that it would be better to fill the seats only after the issue is resolved,” Dahal told parliament.
Dahal claimed that his party was the first to submit its nominations but the appointment process was deferred due to the general convention of the CPN-UML. “The working style of the government is coercive. This shows that the government does not want to address the concerns of the opposition parties and instead is moving ahead by ignoring them,” he alleged.
Based on the strength of each political party in the CA election, there was an understanding among parties to share nine seats to the NC, eight to the UML, four to the UCPN (Maoist), one to the RPP-N and the remaining seats to various Madhes-based and other fringe parties represented in the CA.
The NC, which is the largest party in the CA, has a total of 194 members excluding those nominated by the cabinet Friday. Likewise, the CPN-UML has 174 seats and RPP-N 24 seats.
Among the total 32 political parties represented in the CA, Madhesi People´s Rights Forum-Democratic has 14, RPP 13, Tarai Madhes Democratic Party 1, MPRF-Nepal 10 and Sadbhawana Party 6 members in the CA.
