CA panel agrees on impeachment provision


KATHMANDU: A meeting of the Constitutional-Political Dialogue and Consensus Committee (CPDCC) of the Constituent Assembly (CA) discussed forms of the legislative bodies in the new constitution, on Wednesday.

The Committee agreed on provision and process for putting impeachment charges against the President, Vice President, Chief Justice and office-bearers of constitutional bodies if they are proved to be involved in misconducts.

Talking to media after the meeting, Committee Chairperson Baburam Bhattarai said the Committee has agreed on provision for impeachment, qualification for possible candidates of Legislature-Parliament, and bicameral structure of the House.

The meeting was one on barring the morally corrupt individuals and those involved in serious crime from becoming a parliamentary member, he said.

The meeting also reached to a conclusion that it would be good to settle the issues relating to electoral system, structure and the size of Legislature-Parliament, state restructuring and form of governance simultaneously.

According to Bhattarai, the number of members at the House of Representatives and Upper House has not yet finalised.

The Committee has received proposals for 151 to 235 members, Bhattarai said. He underscored the need of further discussions to determine the size of the Parliament.

A National Assembly should be formed with the participation of directly-elected candidates and members nominated under the proportional system, he argued.

The Committee will meet next on coming Friday, September 5.
