By Jyoti Dhakal, KATHMANDU:- Terai Centric Madhesi leaders and their small group, who have been repeatedly negotiating for irregularities in the Nepal Oil Corporation under the Ministry of Supply, have once again formed a new party called Janata Samajwadi Party for power.

Terai Centric Madhesi leaders and their small group influenced by the Nepal’s southern neighbor India who have been politicizing in the name of amending the constitution, government neglect and discrimination in Madhes, (Terai), have formed parties to come together again.

After a month-long exercise, the leaders of the Janata Samajwadi Party (JSP) have formed a 51-member central executive committee with two chairpersons and applied to the Election Commission for party registration.

A tender was registered in the Election Commission for the registration of a party named Janata Samajwadi Party on Sunday. But in the registered Janata Samajwadi Party, former Prime Minister Baburam Bhattarai, who was chosen by allied India, has been humiliated by being ranked fourth.

According, the leaders of Janata Samajwadi Party, (JSP) Dr. Bhattarai is ready to voluntarily accepted the fourth position.

Before registering the party with the Election Commission, it was mentioned that there would be three chairpersons and two senior leaders. According to sources, before registering the party, Mahanta Thakur and Upendra Yadav executive chairman, agreed that Baburam Bhattarai, The Federal Council Chairman, Ashok Rai and Rajendra Mahato would be the senior leaders.

Thakur in the first portfolio, Dr.Bhattarai and Upendra Yadav in second rank, Ashok Rai in third rank and Rajendra Mahato in fourth rank. However, when the party registered with the Election Commission on Sunday, former Prime Minister Bhattarai was dropped to the fourth position with a Tipex in his name. He has been limited to a senior leader instead of the Federal Council chairperson.

Before reaching the commission, a meeting held at the office of the former Rastriya Janata Party (RJP) at Baber Mahal removed Bhattarai’s name from the post of Federal Council Chairman. According to a leader who is the strategist of the Terai Centric political parties unification process, Dr. Bhattarai, Thakur and Yadav had agreed to be the executive chairman. But in the end, there was a dispute among Terai based Madhesi leaders over priorities.

As the committee higher than the Central Committee is the chairperson of the Federal Council, he was of the view that it should be a priority. Bhattarai was also the chairman of the Federal Council and Yadav was the executive chairman of the former Samajwadi Party (SP). Bhattarai was number one and Yadav was number two in the rankings.

According to a source, Thakur’s face suddenly turned pale after the leaders of Bhattarai’s party argued that he should be above the executive chairman as the committee is higher than the executive committee even though the post of federal council chairman is ‘ceremonial’.

According to Tula Narayan Shah, an expert in the Terai Centric, it was decided to give first priority to Thakur when the party unity agreement was reached, but the former SP leaders have agreed to keep Thakur at number one portfolio only when he has a ‘ceremonial’ role.

According to Terai Centric Madhesi leaders, there was no consensus between the two leaders on priorities. Disappointed with the news of the delay in going to the commission for party registration, Bhattarai withdrew after the intervention of the Indian embassy in Nepal.

The Indian embassy in Nepal proposed Bhattarai as the second and Upendra Yadav as the third. But Yadav refused. After that, Bhattarai had asked the Federal Council Chairman to make him a senior leader and to keep him at the fourth position below Ashok Rai.

Leaders of the unorganized Jaspa say the party’s priorities could be revised. Dr. They argue that there is an agreement to make Bhattarai the chairperson of the Federal Council and that the priorities can be changed.

A leader informed that it was agreed to make Rajendra Mahato, who played an active role in party unification, the leader of the parliamentary party.

On April 26,2020, Terai Centric two Madhesi parties agreed to unite on the basis of equality. However, the party has registered 26 candidates from the former Rashtriya Janata Party and 25 from the Samjawdi Party in the Election Commission.

In the newly formed party, the leaders of Rashtiya Janat Party, Mahanta Thakur, Rajendra Mahato, Mahendra Rai Yadav, Sarat Singh Bhandari, Anil Kumar Jha, Rajkishore Yadav, Sarvendranath Shukla, Vrishesh Chandra Lal, Govind Chaudhary, Jitendra Kumar Sonar, Dr. Vijay Kumar Singh, Umakant Jha, Chanda Chaudhary, Laxman Lal Karna, Mrigendra Kumar Singh, Nawalkishore Sah, Manish Kumar Suman, Raj Kumar Lekhi, Amrita Agrahari, Reshmalal Chaudhary, Ram Naresh Yadav, Keshav Kumar Jha, Ekbal Ahmed Shah, Nirjala Raut, Ramesh Prasad Yadav and Ram Kumar Ojha are the central office bearers.

Similarly, In the newly formed party, the leaders of Samajwadi Party, Upendra Yadav, Ashok Rai, Dr. Baburam Bhattarai, Rajendra Prasad Shrestha, Nawaraj Subedi, Parashuram Khapung, Yuvraj Karki, Rakam Chemjong, Renukumari Yadav, Lalbabu Raut, Hisila Yami, Hemraj Rai and Ganganarayan Shrestha from the former Samajwadi Party are the central office bearers of the newly formed party, Ranadhwaj Kandangwa, Ram Sahay Prasad Yadav, Dumbar Ballabh Khatiwada, Dan Bahadur Bishwakarma, Prakash Adhikari, Mohammad Istiaq Rai, Durga Sob, Parashuram Basnet, Prashant Singh, Bhakta Bahadur Shah, Sushila Shrestha and Vijay Kumar Yadav are the central office bearers.

Leaders who have been accused of being active in splitting the party as per the ordinance brought by Prime Minister KP Sharma Oli have succeeded in being included in the Central Working Committee of the newly formed party. SP’s Renukumari Yadav, Mohammad Istiaq Rai, Dan Bahadur Bishwakarma and others were accused of splitting the party on the condition of sharing power with Prime Minister KP Sharma Oli.

Remember that the Terai Centric Madhesi parties, divided into small groups for power, money and power, have been deceiving the Terai (Madhes( and Madhesi people time and time again even though they have been doing politics in the name of amending the constitution and government neglect and discrimination in Terai (Madhes).

It has been alleged that the Terai Centric Madhesi parties and their leaders who are splitting and uniting for power are following the direction of the allied India and its embassy in Nepal.

As Nepal’s Terai Centric expert Tula Narayan Shah said, it will take some time to find an answer to the question of whether the party integration of Terai based Madhesi parties and their leaders who have been betraying Terai (Madhes) and Terai Centric Madhesi people time and again will continue or will be divided again.
