NEPAL: A proposal has been submitted by the parliamentarians in Media Council Bill, to make the examination system mandatory to practice as a journalist and to take a license for the same. Sixteen of the fifty-nine parliamentarians in the National Assembly have demanded the provision of the examination system and compulsory license for journalists. Two amendment proposals have been registered including some changes in the Media Council Bill.
Parliamentarian Thagendra Prakash Puri is the main proposer of the amendment who has been supported by 14 other parliamentarians. Among the supporters are namely;- Sher Bahadur Kunwar, Ram Lakhan Chamar, Udayash Sharma Poudel, Singh Bahadur Biswakarma, Khim Kumar Biswakarma, Nanda Chapai, Yutol Tamang, Haricharan Shivakoti, Mina Budha, Dilkumari Rawal, Chakra Snehi, Jivan Budha, Bhairab Sundar Shrestha, and Kamala Kumari Oli.
Likewise, Parliamentarian Bimala Rai Poudyal has also registered a separate amendment with the demand to arrange the examination of the journalist by the Press Council as well.
The proposal of Puri states that the examination is to be arranged twice a year by the Press Council. It further mentions, “The examination is to be conducted by the Press Council and regulated by three-member committee”. For the eligibility to appear in such examination, “The person has to at least have a plus two (High School) degree on Journalism or Bachelor’s degree in any other subject”, says the proposal.
Eight amendment proposals have been filed for Media Council Bill. The topic of the proposal ranges from the issue of the change in the mode of appointment of the leadership of the council, additional authority to be given to the council to ensure responsible journalism, to the issue of change in the justice delivery system for the journalist.
